Michel Foucault’s notion of “biopower” has been a highly fertile concept in recent theory, influencing thinkers worldwide across a variety of disciplines and concerns. In The History of Sexuality: An Introduction, Foucault famously employed the term to describe “a power bent on generating forces, making them grow, and ordering them, rather than one dedicated to impeding them, making them submit, or destroying them.” With this volume, Vernon W. Cisney and Nicolae Morar bring together leading contemporary scholars to explore the (...) many theoretical possibilities that the concept of biopower has enabled while at the same time pinpointing their most important shared resonances. Situating biopower as a radical alternative to traditional conceptions of power—what Foucault called “sovereign power”—the contributors examine a host of matters centered on life, the body, and the subject as a living citizen. Altogether, they pay testament to the lasting relevance of biopower in some of our most important contemporary debates on issues ranging from health care rights to immigration laws, HIV prevention discourse, genomics medicine, and many other topics. In this paper I employ the notion of the ‘thought of the outside’ as developed by Michel Foucault, in order to defend the philosophy of Gilles Deleuze against the criticisms of ‘elitism,’ ‘aristocratism,’ and ‘political indifference’—famously leveled by Alain Badiou and Peter Hallward. First, I argue that their charges of a theophanic conception of Being, which ground the broader political claims, derive from a misunderstanding of Deleuze’s notion of univocity, as well as a failure to recognize the significance of the (...) concept of multiplicity in Deleuze’s thinking. From here, I go on to discuss Deleuze’s articulation of the ‘dogmatic image of thought,’ which, insofar as it takes ‘recognition’ as its model, can only ever think what is already solidified and sedimented as true, in light of existing structures and institutions of power. Then, I examine Deleuze’s reading of Foucault and the notion of the ‘thought of the outside,’ showing the ‘outside’ as the unthought that lies at the heart of thinking itself, as both its condition and its impossibility. Insofar as it is essential to thinking itself, finally, I argue that the passage of thought to the outside is not an absolute flight out of this world, as Hallward claims, but rather, a return of the different that constitutes the Self for Deleuze. Thinking is an ongoing movement of deterritorialization and reterritorialization, or as Foucault says, death and life. Thinking, as Deleuze understands it, is essentially creative; it reconfigures the virtual, thereby literally changing the world. Thinking is therefore, according to Deleuze, thoroughly political. Published in 1967, Voice and Phenomenon marked a crucial turning point in Derrida's thinking: the culmination of a 15-year-long engagement with the phenomenological tradition. It also introduced the concepts and themes that would become deconstruction. Voice and Phenomenon is a short book, but it can be an overwhelming text, particularly for inexperienced readers of Derrida's work. This is the first guide to clearly explain the structure of his argument, step by step.

In this paper I explore two distinct but related emphases in Deleuze's later philosophy, both on his own and in collaboration with Félix Guattari, having to do with literature. The first is the emphasis on the work of literature as an assemblage whereby the author constructs lines of flight in the pursuit of self-experimentation and self-transformation. The second is the rejection of metaphor across Deleuze's work. I use Difference and Repetition to chart the origins of these emphases, by unpacking the (...) metaphysics of language contained in Difference and Repetition. I first recount the basic structure of Deleuze's intensive ontology, before going on to discuss the way in which the ‘fundamental encounter’ forces thought to formulate Ideas, which, as they are transmitted through the subject, alter her nature. This self-transformation is tantamount to a kind of ‘death’, whereby one is continually explicated, but this explication implies the transcendental Other-structure at the end of Difference and Repetition, wherein the Other, through language, gives birth to ‘possible worlds’. I end with the development of an unexplored concept in Difference and Repetition, the loquendum, which is what must be spoken precisely because it is inexpressible, the purely intensive. Language comes closest to this intensive use in its aesthetic, poetic, literary modes whereby authors distort their own languages. (shrink)

In this essay, we read Derrida’s Theory and Practice seminar against the backdrop of the theme of the “death of philosophy,” prominent in 1960s French philosophy. This theme takes two forms—one Nietzschean-Heideggerian and the other Hegelian-Marxian. We summarize both before turning to Derrida’s treatment of Althusser’s views on the Hegelian-Marxian form of this death. Althusser posits a distinction between theory in the general sense and Theory as a designation for Marxist dialectical materialism. Derrida gives two specific criticisms of Althusser that (...) we discuss: (1) Althusser commits himself to a tautology, by arguing that Theory only makes explicit what is implicit already in Marxist practice; (2) Althusser ultimately establishes the priority of practice over theory. We refute both of these charges before concluding that, prior to the distinction between theory and practice, is the world itself; and presenting itself to us as unthinkable, the world places the demands upon us that it be engaged with, in theory and in practice. In this paper, I trace the concept of ‘becomings’, most thoroughly articulated in the tenth plateau of A Thousand Plateaus, as it relates to the notion of the writer as sorcerer. More precisely, my aim is to articulate how it is that Deleuze and Guattari conceptualise the writer as really effecting what they understand as ‘becomings’. My thesis is that if the writer is a sorcerer, capable of enabling real becomings, it is because language itself, for Deleuze and Guattari, is (...) bodily and material, and the author, particularly the literary author, has the ability to disrupt language's representational domain of sense, causing language to hum with the intensive vitality that puts it in closest proximity to the body, from whence language emerges in the first place. We shall first look to Bergson and Spinoza, from whom Deleuze and Guattari abstract their intensive conception of the body in A Thousand Plateaus. From here we will outline the apparent progression of becomings in the tenth plateau. Finally, we will look to the Kafka book as outlining the material and affective capacities of literature. The Research Excellence Framework of the Higher Education Funding Council for England is taking place in 2013, its three key elements being outputs, impact, and “quality of the research environment”. Impact will be assessed using case studies that “may include any social, economic or cultural impact or benefit beyond academia that has taken place during the assessment period.”1 Medical ethics in the UK still does not have its own cognate assessment panel—for example, bioethics or applied ethics—unlike in, for example, Australia. Several researchers in medical ethics have reported to the Institute of Medical Ethics that during the internal preliminary stage of the Research Excellence Framework several medical schools have decided to include only research that entails empirical data gathering. Thus, conceptual papers and ethical analysis will be excluded. The arbitrary exclusion of reasoned discussion of medical ethics issues as a proper subject for medical research unless it is based on empirical data gathering is conceptually mistaken. “Empirical ethics” is, of course, a legitimate component of medical ethics research, but to act as though it is the only legitimate component suggests, at best, a partial understanding of the nature of ethics in general and medical ethics in particular. It also mistakenly places medicine firmly on only one side of the science/humanities “two cultures” divide instead of in its rightful place bridging the divide. Given the emphasis by the General Medical Council on medical ethics in properly preparing “tomorrow’s doctors,” we urge medical schools to find a way of using the upcoming Research Excellence Framework to highlight the expertise residing in their ethicist colleagues. We are confident that appropriate assessment will reveal work of high quality that can be shown to have social and cultural impact and benefit beyond academia, as required by the framework. (shrink)

Military and defense-related procurement has been an important source of technology development across a broad spectrum of industries that account for an important share of United States industrial production. In this book, the author focuses on six general-purpose technologies: interchangeable parts and mass production; military and commercial aircraft; nuclear energy and electric power; computers and semiconductors; the INTERNET; and the space industries. In each of these industries, technology development would have occurred more slowly, and in some case much more slowly (...) or not at all, in the absence of military and defense-related procurement. The book addresses three questions that have significant implications for the future growth of the United States economy. One is whether changes in the structure of the United States economy and of the defense-industrial base preclude military and defense-related procurement from playing the role in the development of advanced technology in the future, comparable to the role it has played in the past. A second question is whether public support for commercially oriented research and development will become an important source of new general-purpose technologies. A third and more disturbing question is whether a major war, or the threat of major war, will be necessary to mobilize the scientific, technical, and financial resources necessary to induce the development of new general-purpose technologies. When the history of United States technology development in the next half century is written, it will focus on incremental rather than revolutionary changes in both military and commercial technology. It will also be written within the context of slower productivity growth than of the relatively high rates that prevailed in the United States in the 1950s and 1960s or during the information technology bubble that began in the early 1990s. These will impose severe constraints on the capacity of the United States to sustain a global-class military posture and a position of leadership in the global economy. (shrink)

In this analysis we discuss the change in criteria for triage of patients during three different phases of a pandemic like COVID-19, seen from the critical care point of view. Availability of critical care beds has become a hot topic, and in many countries, we have seen a huge increase in the provision of temporary intensive care bed capacity. However, there is a limit where the hospitals may run out of resources to provide critical care, which is heavily dependent on (...) trained staff, just-in-time supply chains for clinical consumables and drugs and advanced equipment. In the first phase, we can still do clinical prioritisation and decision-making as usual, based on the need for intensive care and prognostication: what are the odds for a good result with regard to survival and quality of life. In the next, the resources are mostly available, but the system is stressed by many patients arriving over a short time period and auxiliary beds in different places in the hospital being used. We may have to abandon admittance of patients with doubtful prognosis. In the last phase, usual medical triage and priority setting may not be sufficient to decrease inflow and there may not be enough intensive care unit beds available. In this phase different criteria must be applied using a utilitarian approach for triage. We argue that this is an important transition where society, and not physicians, must provide guidance to support triage that is no longer based on medical priorities alone. (shrink)

The Global Workspace Theory and Information Integration Theory are two of the most currently accepted consciousness models; however, these models do not address many aspects of conscious experience. We compare these models to our previously proposed consciousness model in which the thalamus fills-in processed sensory information from corticothalamic feedback loops within a proposed 3D default space, resulting in the recreation of the internal and external worlds within the mind. This 3D default space is composed of all cells of the body, (...) which communicate via gap junctions and electrical potentials to create this unified space. We use 3D llustrations to explain how both visual and non-visual sensory information may be filled-in within this dynamic space, creating a unified seamless conscious experience. This neural sensory memory space is likely generated by baseline neural oscillatory activity from the default mode network, other salient networks, brainstem, and reticular activating system. Industrial wind turbines (IWTs) are being installed at a fast pace globally. Researchers, medical practitioners, and media have reported adverse health effects resulting from living in the environs of IWTs. While there have been some anecdotal reports from technicians and other workers who work in the environs of IWTs, little is known about the occupational health sector. The purpose of this case study is to raise awareness about the potential for adverse health effects occurring among workers. Wind turbines produce sound that is capable of disturbing local residents and is reported to cause annoyance, sleep disturbance, and other health-related impacts. An acoustical study was conducted to investigate the presence of infrasonic and low-frequency noise emissions from wind turbines located in Falmouth, Massachusetts, USA. During the study, the investigating acousticians experienced adverse health effects consistent with those reported by some Falmouth residents. The authors conclude that wind turbine acoustic energy was found to be greater than or uniquely distinguishable (...) from the ambient background levels and capable of exceeding human detection thresholds. The authors emphasize the need for epidemiological and laboratory research by health professionals and acousticians concerned with public health and well-being to develop effective and precautionary setback distances for industrial wind turbines that protect residents from wind turbine sound. Peter Abelard (1079–1142 ce) was the most wide‐ranging philosopher of the twelfth century. He quickly established himself as a leading teacher of logic in and near Paris shortly after 1100. After his affair with Heloise, and his subsequent castration, Abelard became a monk, but he returned to teaching in the Paris schools until 1140, when his work was condemned by a Church Council at Sens. His logical writings were based around discussion of the “Old Logic”: Porphyry's Isagoge, aristotle'S Categories and (...) On Interpretation and boethius'S textbook on topical inference. They comprise a freestanding Dialectica (“Logic”; probably c.1116), a set of commentaries (known as the Logica [Ingredientibus], c. 1119) and a later (c. 1125) commentary on the Isagoge (Logica Nostrorum Petititoni Sociorum or Glossulae). In a work Abelard called his Theologia, issued in three main versions (between 1120 and c.1134), he attempted a logical analysis of trinitarian relations and explored the philosophical problems surrounding God's claims to omnipotence and omniscience. The Collationes (“Debates,” also known as “Dialogue between a Christian, a Philosopher and a Jew”; probably c.1130) present a rational investigation into the nature of the highest good, in which the Christian and the Philosopher (who seems to be modeled on a philosopher of pagan antiquity) are remarkably in agreement. The unfinished Scito teipsum (“Know thyself,” also known as the “Ethics”; c.1138) analyses moral action. (shrink)

_Hegel and Deleuze_ cannily examines the various resonances and dissonances between these two major philosophers. The collection represents the best in contemporary international scholarship on G. W. F. Hegel and Gilles Deleuze, and the contributing authors inhabit the as-yet uncharted space between the two thinkers, collectively addressing most of the major tensions and resonances between their ideas and laying a solid ground for future scholarship. The essays are organized thematically into two groups: those that maintain a firm but nuanced disjunction (...) or opposition between Hegel and Deleuze, and those that chart possible connections, syntheses, or both. As is clear from this range of texts, the challenges involved in grasping, appraising, appropriating, and developing the systems of Deleuze and Hegel are varied and immense. While neither Hegel nor Deleuze gets the last word, the contributors ably demonstrate that partisans of either can no longer ignore the voice of the other. (shrink)

These notes of G. E. Moore's lectures for the three terms of 1934-1935 were compiled by Alice Ambrose, then Student of Newnham College, and Margaret Macdonald, then Fellow of Girton College. The lectures cover a wealth of interrelated topics, and provide instances of the analyses which made Moore «the father of the analytic school.» Since his analyses of such concepts as material objects, sense data, and truth rest on the ordinary use of expressions for these concepts, «ordinary language» philosophers (...) found in him their champion. In this article, I explicate Martin Luther King, Jr.’s account of emancipatory history and activism by examining the influence of G. W. F. Hegel’s account of world-historical individuals on his thought. Both thinkers, I argue, affirm that history’s spiritual destiny works through individuals who are driven by the contingencies of their subjective character and given situation to undertake particular actions, and yet who nevertheless freely and decisively break the new from the old by forsaking subjective satisfaction to spur events forward (...) to a more rational state of affairs. This synthetic unity of abstract freedom and concrete embodiment reflects the ‘civil war’ between the universal and infinite essence, and particular and finite passions, that King and Hegel identify as equally constitutive of human will. Through an examination of King’s account of Rosa Parks’ pivotal arrest, I develop the consequences of this ‘Hegelian’ view for our understanding of political action and historical progress. (shrink)

In this paper, I reconstruct the conception of political will implicitly developed by the ‘philosophical theoretician’ of the Black Panther Party, Huey P. Newton. Counterintuitively, I argue that his ‘dialectical’ account of political will is best understood through categories derived from G.W.F. Hegel. Briefly, both Hegel and Newton identify abstract negation and situational concretion as equally essential to actualizing the free will, and thus advocate the channeling of revolutionary enthusiasm into reformist modes of institutional transformation. I conclude by arguing that (...) it is precisely this collective, but contested, unity of revolutionary and reformist tendencies that the Black Panther Party itself embodies. (shrink)

This book collects the work of leading scholars on Alain Badiou and G.W.F. Hegel, creating a dialogue between, and a critical appraisal of, these two central figures in European philosophy.

This book develops the general theory of language implicitly contained in the writings of G.W.F. Hegel. It offers novel readings of Hegel's central works in order to explain his views on some long neglected topics and as such demonstrates that his accounts of representation, the concept and the speculative sentence can be used to create sophisticated theories of language acquisition, universal grammar and linguistic practice. Hegel's defence of a scientific philosophy that is necessary and universal seems to eliminate the need (...) for a philosophical linguistics. Since thought is demonstrably objective in itself, questions about the language through which it is expressed appear to be external to philosophy. This has caused many commentators to neglect the real problems that the historical and cultural associations of language pose for the adequate expression of universal thought. Others, exploiting this apparent inadequacy, have argued that the lack of rigorous linguistic analysis in Hegel's philosophy is its greatest, and perhaps fatal, flaw. Although the very idea of a Hegelian linguistics is controversial, this book argues that there are resources within the texts of Hegel for developing a general theory of language as the reciprocal grounding of a universal grammatical form and a particular lexical content. Moreover, it uses this theory to resolve the apparent tension between the necessity of Hegelian philosophy and the contingency of its linguistic expression. In the light of Hegel's critical relation to contemporary debates in Continental and Anglo-American philosophy, coupled with the central role that philosophy of language plays in both streams, this important new study offers the first comprehensive, integrated and fully developed analysis of Hegel's theory of language.
